The official launching ceremony took place at the Sangguniang Panlungsod Session Hall inside the Socio-Economic Building, where stakeholders gathered for the main inauguration program. Hiraya Water Branch Manager Cristian Encamina led the technical briefing, outlining the physical updates scheduled for the city's water network.

The event featured messages from key leaders, including Atty. Reina M. Villa-Guro, Chairperson of the DWD Board of Directors; Engr. Joven B.
