DAVAO CITY — The City Government of Davao is activating Ordinance No. 0585‑21, Series of 2021, establishing a dedicated Workers Protection and Development Office (WPDO) under the Office of the City Mayor. The landmark local law aims to uphold labor dignity across all sectors.
A Permanent Office for Worker Welfare
Authored by Councilor Pamela Librado‑Morata, the ordinance creates a permanent body that will enforce labor standards and monitor employer compliance within Davao City’s jurisdiction. The WPDO is mandated to supervise the Barangay Employment Service Desk, ensuring that worker concerns are addressed at the grassroots level.
The office will conduct research and provide training on occupational safety, health standards, and social welfare laws. This educational function is designed to equip both workers and employers with the knowledge needed to maintain fair workplaces. By embedding these services within the city government, Davao is signaling that labor protection is a local priority.
Scope That Covers Every Worker
The ordinance casts a wide net, covering all employers and workers whose places of business fall within Davao City’s territorial jurisdiction. It explicitly includes BPO employees, construction workers, housekeepers, contractual staff, and barangay workers. Even those assigned outside the city but whose head offices are located within Davao are protected.
Special attention is given to vulnerable groups. Handicapped workers, solo parents, senior citizens, persons with disabilities, and women in the entertainment industry are specifically named in the coverage. Overseas Filipino Workers originating from Davao also fall under the ordinance’s protective umbrella.
Free Legal and Employment Services
One of the WPDO’s most impactful mandates is organizing a network of volunteer lawyers and paralegals to provide free legal services. Workers facing wage disputes, unfair treatment, or unsafe conditions can access this support without the fear of costly attorney fees. The legal aid component aims to level the playing field between employees and well‑resourced employers.
Beyond legal help, the office will organize physical and virtual job fairs, pre‑employment seminars, and career coaching sessions in schools and barangays. These activities connect job seekers directly with opportunities while preparing them for the demands of the modern workplace. The dual focus on protection and promotion gives the WPDO a comprehensive mandate.
Funding and Long‑Term Commitment
Funding for the WPDO’s operational and administrative needs will be sourced from the Special Programs of the City Mayor, charged to the annual budget. This dedicated funding stream ensures the office can function without relying on external grants that may fluctuate. The allocation covers incidental expenses for implementing the ordinance’s provisions.
The establishment of the WPDO sends a strong signal to employers that Davao City takes labor compliance seriously.
