Where Social Protection Meets Peacebuilding
GENERAL SANTOS CITY- The Peace and Development – Buong Bansa Mapayapa Program was established through DSWD Memorandum Circular No. 21, series of 2023, to coordinate social protection and development interventions in support of inclusive and sustainable peace. Its work includes assistance for former members of armed groups, support for their families, and interventions for residents of conflict-affected and vulnerable communities. Rather than focusing solely on immediate aid, the program also considers the social and economic needs that can affect a person’s ability to rebuild a life within the community. This approach places social welfare among the practical tools for supporting long-term peace.
Regional Cooperation With a Human Purpose
In Region XII, peace-and-development efforts involve cooperation among government agencies and other partners working toward reintegration and community support. A September 2026 report from the South Cotabato provincial government, for example, described skills training for 175 peacebuilding beneficiaries, with DSWD Field Office XII among the participating agencies. The initiative linked skills development with livelihood opportunities and the peaceful reintegration of beneficiaries into their communities. While that activity was separate from the General Santos City post, it provides a documented example of how regional partnerships can support the wider goals of peace and development.
Turning Peace Into Opportunities for Communities
The DSWD’s peacebuilding framework recognizes that lasting progress may require more than a single distribution of assistance. Social case management, livelihood opportunities, and coordination with other institutions can help address needs that families and individuals face while rebuilding their lives. In September 2026, DSWD also marked National Peace Consciousness Month by emphasizing its continuing work in conflict-affected communities through social protection programs and services. For communities in General Santos City and across SOCCSKSARGEN, the broader lesson is that peacebuilding is strengthened when support is connected to people’s practical needs and their ability to participate in community life.
