CABADBARAN CITY — The City Government of Cabadbaran is taking deliberate steps toward the formal opening of Mt. Hilong-Hilong, Caraga's highest peak, for eco-tourism and climbing. Through ongoing consultations and workshops, stakeholders are ensuring the mountain's natural and cultural treasures are protected.

A Deliberate Path to Responsible Tourism

The latest effort, a Workshop on the Formulation of Guidelines, Management Framework, and Operational Procedures, was held on July 15–16, 2026 at the Barangay Hall in Barangay Mahaba. This gathering brought together city officials and concerned stakeholders to draft the necessary protocols. It is part of a continuing process to prepare the mountain for safe and organized public access.

The workshop focused on critical components for the mountain's opening. These include comprehensive safety measures, environmental protection protocols, and a robust management framework. Operational procedures were also discussed to ensure that future climbing activities are well-organized and sustainable. The goal is to avoid the pitfalls of unregulated access.

Protecting Nature, Honoring Culture

Mt. Hilong-Hilong is a place of immense ecological and cultural significance. Standing at 2,012 meters, it is designated as a Key Biodiversity Area and Important Bird Area. The mountain shelters virgin mossy forests and is home to the endangered Philippine Eagle and other rare endemic species.

It is also an ancestral domain and sacred territory for the indigenous Mamanwa people. The actual summit, known as Mt. Aung-Aung, serves as a traditional prayer ground. This requires cultural clearance and strict adherence to tribal customs, which are central to the planning process.

Laying the Groundwork for a Safe Climb

The city government has emphasized that the preparations are far from over. Every step is being taken to ensure that when the mountain finally opens, it will be a safe and responsible destination. The focus is on creating a model for sustainable eco-tourism that benefits both the community and the environment.

The move toward regulated access is a shift from years of restriction due to environmental, safety, and security concerns. This new initiative marks the first formal municipal effort to manage climbing activities. The aim is to preserve the mountain's majesty for future generations.

A New Ecotourism Frontier

For adventure seekers and nature lovers, Mt. Hilong-Hilong represents a new frontier. Once opened, it will offer a challenging climb through pristine forests and unique biodiversity. It will provide an opportunity to experience one of Caraga's most treasured landscapes in a meaningful way.

The wait for its official opening is part of the excitement. It shows a commitment to doing things right from the very beginning. Cabadbaran City is poised to offer an experience that is not only thrilling but also deeply respectful of nature and local culture.
