GOVERNOR GENEROSO, Davao Oriental — The National Housing Authority Region XI conducted a groundbreaking ceremony on September 9, 2026, for 42 housing units under the Bahay Pag-asa Housing Program. The project will provide permanent homes for members of the Pinasagan Neighborhood Farmers and Fisherfolks Association.
A Home for the Vulnerable Sector
The ceremony was led by NHA Assistant General Manager Alvin S. Feliciano, representing General Manager Joeben Tai. He was joined by Engr. Shariffuddin I. Nami, NHA XI Acting Regional Manager, and Gerold P. Namoc, NHA District 2 Manager. Governor Nelson Dayanghirang, Mayor Juanito Inojales, and Vice Mayor Xz May P. Inojales also attended the event.
The project is specifically intended for farmers and fisherfolk, sectors often among the most vulnerable to economic shocks and natural disasters. The Bahay Pag-asa Housing Program is designed to provide sustainable housing for families living in danger zones, informal settlers, and those affected by calamities or government projects.
A ₱25-Million Investment in Permanent Shelter
The housing project has a total funding of ₱25 million, financed under NHA's Resettlement Assistance Program for Local Government Units. Once completed, the 42 housing units will serve as permanent homes for member families, providing them with safe, decent, and permanent shelter.
The RAP-LGU funding mechanism is significant because it allows local government units to access NHA resources to address their own housing backlogs. In Davao Oriental, Governor Dayanghirang has previously expressed a target of constructing 50,000 housing units in the province. This project forms part of that broader effort.
Located in Davao Oriental's Fishing Capital
The project site is in the Municipality of Governor Generoso, a second-class municipality at the southeastern tip of Mindanao. The town is known as the fishing capital of Davao Oriental and was named after Sebastian T. Generoso, a former governor of Davao Province.
The location is fitting for a community of farmers and fisherfolk. The Pinasagan Neighborhood Farmers and Fisherfolks Association represents residents whose livelihoods depend on the land and sea. Providing them with secure housing strengthens their capacity to withstand economic and environmental challenges.
Part of a National Housing Push
This project is part of President Ferdinand Marcos Jr.'s Pambansang Pabahay program. The Pag-IBIG Fund has extended a ₱12 billion credit line to NHA to bolster the momentum of this flagship housing initiative. The collaboration between national agencies and local governments ensures that housing solutions reach underserved communities.
Additionally, the Mindanao Development Authority has welcomed proposals for a port development in Tiblawan, Governor Generoso. This could strengthen Mindanao's connectivity to neighboring countries like Malaysia and Indonesia through the BIMP-EAGA framework. The vision integrates housing, infrastructure, and economic development in the region.
A Distinct Program from DSWD's Initiative
It is important to note that there is another government program also called Bahay Pag-asa that is often confused with this NHA housing program. The Department of Social Welfare and Development runs a Bahay Pag-asa initiative focused on residential care and rehabilitation for Children in Conflict with the Law.
The DSWD's program received ₱275 million in the 2026 national budget for the first phase of a multi-year construction program. The NHA's Bahay Pag-asa Housing Program is distinct from the DSWD's facility-based program. This project focuses on providing permanent shelter for vulnerable families.
