PHILIPPINES — The Philippines and Singapore have concluded negotiations to update their double taxation agreement, paving the way for a modernized tax framework governing cross-border economic activities. The agreement was reached during four-day talks held in Singapore from September 22 to 25, 2026.

A Treaty Fit for Modern Economies

The renegotiation seeks to update the DTA originally concluded in 1977, reflecting significant developments in the economies and international tax landscape of both countries. The modernization will provide clearer and more predictable tax rules for cross-border income, strengthen cooperation between tax authorities, and ensure fair taxation.

Finance Secretary Frederick D. Go emphasized the Philippines' commitment to strengthening regional tax cooperation. He said the renegotiation would help modernize the tax framework to support investment and economic growth while protecting the country's legitimate taxing rights.

Deepening Economic Ties with Singapore

The update carries particular importance given the Philippines' deep and growing economic ties with Singapore, a vital investment and trading partner. The movement of professionals, workers, businesses, capital, technology, and services between the two countries continues to support economic activity on both sides.

For the Philippines, the renegotiation forms part of the Department of Finance's continuing efforts to strengthen and modernize its network of tax treaties with ASEAN member states. The goal is ensuring these agreements remain responsive to current economic realities and developments in international taxation.

The Negotiating Teams

The Philippine delegation was led by DOF Revenue Operations Group Assistant Secretary Euvimil Nina R. Asuncion. She was joined by Assistant Secretary Dakila Elteen M. Napao, Bureau of Internal Revenue Deputy Commissioner Larry M. Barcelo of the Legal Group, and Atty. Robbie M. Bañaga of the International Tax Affairs Division.

Singapore's team was led by International Tax and Relations Division Assistant Commissioner Angela Ang of the Inland Revenue Authority of Singapore. Her delegation included ITaRD Tax Director Gordon Cheong, Group Tax Specialist Wee Ling Chew, and Senior Tax Specialist Rebecca Ng.

Senate Concurrence on PH-Cambodia DTA

In related news, the DOF welcomed the Senate's concurrence in the Philippines-Cambodia double taxation agreement signed in February 2025. This brings the agreement closer to entry into force, marking another milestone in the country's tax treaty network expansion.

Once in force, the Philippines-Cambodia DTA will set clear tax rules between the two countries, prevent double taxation, and strengthen cooperation against tax evasion and avoidance. It will also provide a clearer and more predictable tax framework to support bilateral trade and investment.

The concurrence advances the Philippines' broader efforts to deepen tax cooperation within ASEAN. By modernizing its treaty network, the country positions itself as a more attractive destination for foreign investment while protecting its fiscal interests.

A Strategic Push for Regional Integration

These developments reflect a deliberate strategy to align the Philippines' tax policies with international standards. Clear and predictable tax rules reduce uncertainty for businesses operating across borders, encouraging trade and investment flows that benefit both countries.

The updated treaty with Singapore is expected to facilitate smoother transactions for multinational corporations, small businesses, and individual professionals alike. It also signals the Philippines' readiness to engage constructively with regional partners on complex fiscal matters.
