OTON, Iloilo — Barangay officials from three Oton communities gathered for the first day of the Population Development (POPDEV) Integration and Planning Workshop, a initiative designed to embed demographic data directly into local decision-making. The session marked the beginning of a more targeted, people-centered approach to grassroots governance.

A Workshop Built on Data and Dialogue

The opening day brought together Barangay Development Council members from Poblacion East, Poblacion North, and Alegre. Facilitators guided participants through the process of using population statistics to shape community programs. The focus was on transforming raw numbers into actionable plans that address real needs.

Participants identified priority concerns in health, family planning, and youth development. Each barangay shared its unique challenges, from limited healthcare access to the need for stronger adolescent programs. The open exchange allowed neighboring communities to learn from one another and spot common issues that cross barangay lines.

Aligning Local Plans with POPDEV Goals

The workshop’s core mission is to integrate POPDEV principles into the Barangay Development Plan and Annual Investment Plan. By doing so, each barangay ensures that its budget and programs directly respond to the demographic realities of its residents. This alignment turns population management into a practical tool for community development.

Hands-on mentoring from 1st District Population Officers gave participants the confidence to draft interventions. The plans will address maternal health, responsible parenthood, and adolescent welfare. These are not abstract policies but concrete services that families in Oton will soon see reflected in local programs.

Leadership Support and Provincial Backing

Executive Assistant Jafet Salinas represented Mayor Sofronio L. Fusin Jr., reinforcing the municipal government’s commitment to data-driven service. Atty. Ruel Von D. Superio, the Provincial Population Officer, provided technical guidance that ensures the plans meet provincial standards. Their presence signaled that grassroots planning is a priority for both the municipality and the province.

The involvement of provincial population officers connects Oton’s barangays to a wider network of best practices. The workshop is part of a broader push across Iloilo to professionalize local planning. When barangay officials are equipped with the right tools, they become more responsive to the people they serve.

Building a Stronger Foundation for Oton

The initial workshop lays the groundwork for a comprehensive planning cycle that will eventually cover all barangays. As the program expands, the lessons from Poblacion East, Poblacion North, and Alegre will serve as a template. The goal is a municipality where every development peso is spent with a clear understanding of who it benefits and why.
