DAVAO CITY — The Project LAWA at BINHI Resilience Impact Summit officially opened on October 26, 2026, at The Ritz Hotel at Garden Oases. The five-day event gathers around 230 participants to celebrate accomplishments and advance climate-resilient communities nationwide.

A Gathering for Climate Resilience

Hosted by the Department of Social Welfare and Development Field Office XI, the summit runs until October 30. It unites participants from the DSWD Central Office, Field Offices nationwide, and the Office of the Secretary to share best practices and strengthen collaboration.

In her welcome remarks, Assistant Regional Director Jackiya A. Lao emphasized the critical importance of coming together. She urged attendees to recognize the program's milestones and strengthen collective efforts toward building highly resilient communities across the country.

The opening day featured a comprehensive presentation on the program’s Purpose, Products, Processes, and People. This was followed by a nationwide accomplishments report delivered by National Focal Person Mx. Rainheart Arce, highlighting key milestones in 2026.

Beyond Infrastructure, Building Self-Reliance

Mx. Arce emphasized that Project LAWA at BINHI goes far beyond establishing water reservoirs and communal gardens. The initiative aims to provide farmers and fisherfolk with reliable water access, sufficient food, and sustainable livelihood opportunities to foster self-reliance.

Director Maria Isabel B. Lanada of the Disaster Response Management Bureau recognized the dedication of regional implementers. She reminded them of their responsibility as duty-bearers to protect the rights, dignity, and well-being of the Filipino people, who are the ultimate rights-holders.

Lanada stressed the importance of strengthening agriculture and reviving indigenous water conservation methods. Preparing communities before disasters strike is essential to prevent displacement and hunger, ensuring every person can live with dignity and stability.

Honoring Culture and Sharing Stories

Adding vibrant energy to the opening activities, the Parade of Regions showcased participants in cultural and traditional attire. This colorful segment celebrated the country's rich cultural diversity and honored the unique communities the program actively serves.

The event also featured the top five entries in a nationwide storytelling contest. These powerful narratives highlighted real-life experiences and successes from the implementation of Project LAWA at BINHI across various localities, inspiring stakeholders.

By bringing these stories to the forefront, the summit humanizes the impact of climate adaptation. It allows implementers to learn from each other's challenges, fostering a sense of shared purpose in the ongoing fight against climate change.

Sustaining Collective Efforts

Angelic B. Paña of the Disaster Response Management Division stressed the importance of sharing experiences. She urged participants to exchange best practices and sustain collective efforts to advance the program and strengthen nationwide climate resilience.

The summit serves as a vital platform for assessing the program under the Risk Resiliency Program for Climate Change Adaptation and Mitigation. It reinforces essential partnerships among stakeholders to ensure long-term community survival and sustainable development.
