General Santos City is part of SOCCSKSARGEN, meaning facilities operating in the city fall within the regional regulatory framework covered by the initiative. The September 23 launch brought together DOH officials, PhilHealth, health facilities, and other stakeholders to discuss the system and demonstrate how it would support licensing transactions. The DOH specifically identified clinical laboratories and birthing homes among the health-facility stakeholders involved in the rollout.

The change is more than simply replacing a paper form with an online screen because it affects how facilities prepare and submit regulatory requirements. The DOH said e-Lisensya is intended to reduce repeated physical transactions while making licensing services more accessible to facilities.
