Cebu — The city's Mayor Nestor Archival laid out a bold vision for the capital's future during his first State of the City Address (SOCA) held at the City Council session hall on July 7, 2026. The roadmap, titled "Cebu City 2035," centers on transforming the metropolis into a model of sustainable, smart, and inclusive urban development through aggressive digitalization and infrastructure investment. Despite acknowledging a ₱1.12 billion budget deficit, Archival emphasized that the city remains financially equipped to pursue priority programs by leveraging national government grants and private-sector partnerships. This long-term strategy signals a shift toward proactive governance focused on climate resilience and digital efficiency to meet the needs of a growing population.
Charting a Path Toward 2035
The core of the Mayor’s vision relies on a ten-point executive agenda that aims to integrate technology into every aspect of public administration. Key highlights include the expansion of the CitiFine electronic traffic citation system and the full digitalization of business permit processing, which aims to cut wait times to under ten minutes. By prioritizing "smart governance," the administration intends to reduce bureaucratic friction and improve the ease of doing business for residents and investors alike. This focus on digital reform is intended to create a transparent and responsive government that can handle the complexities of modern urban management.
Prioritizing Climate Action and Sustainability
Sustainability remains a pillar of the administration’s strategy, with the Mayor citing significant progress in the city’s greening initiatives. The government has already planted over 120,000 seedlings and installed solar-powered streetlights along the Banilad-Talamban corridor to reduce energy costs and carbon emissions. The financial strategy focuses on building partnerships with government agencies and private investors rather than relying solely on local revenue streams. With nearly ₱10.28 billion in available funds reported as of June 30, the city maintains sufficient liquidity to fund core social services, healthcare, and educational scholarships.
