DAVAO CITY — The Department of Energy called on national government agencies and local government units in Mindanao to invest in electric vehicles and solar panels during the 3rd Government Management Program Regional Summit on September 29, 2026. The event gathered 150 representatives from state universities, government corporations, and local governments.
A New Focus on EV Integration
Engineer Nilo Geroche, Director of DOE Mindanao, said this year's summit carries a new focus on EV integration. He encouraged government agencies and facilities to invest in electric vehicles and solar rooftops to conserve more energy.
The DOE itself has adopted EVs with support from the Department of Budget and Management, which encourages agencies to prioritize electric vehicles in fleet management plans. Local government units are likewise urged to allocate funds for EVs and solar rooftops in their budgets and planning.
Davao City Leads by Example
The City Government of Davao has already committed to integrating EVs into its transport fleet, supported by a city ordinance promoting EV use. The ordinance provides incentives such as free parking for the first three hours for EVs in paid parking areas.
Public transport operators using EVs, including taxis, buses, and ride-hailing services, also receive benefits. These local incentives encourage broader adoption and signal Davao's commitment to sustainable transportation. The ordinance positions the city as a regional leader in green mobility.
Kauswagan's Solar Success Story
Kauswagan, Lanao del Norte, was cited as a best-practice example in Mindanao. The municipality installed around 3,000 solar streetlights across national highways, municipal roads, public facilities, and convention centers. Municipal Administrator Alleson Karl Daroy said the initiative reduces energy costs and builds resilience.
The project demonstrates how renewable energy can deliver practical benefits. Kauswagan is using solar photovoltaic technology to connect energy efficiency with renewable energy, creating a model other LGUs can follow.
Building Charging Infrastructure
Geroche acknowledged the need for more EV charging stations in Mindanao. The DOE plans to establish over 700 charging stations by 2028. He stressed that infrastructure development is crucial to support growing EV adoption.
The agency is also coordinating with the Land Transportation Franchising and Regulatory Board regarding EV plate registration. Streamlined registration processes will make it easier for operators and individuals to transition to electric vehicles.
Savings and Economic Benefits
Energy conservation initiatives can help achieve at least 10 percent savings in energy consumption, a target agencies are encouraged to meet. Lower utility bills for government offices free up public funds for other critical community services.
Davao City offers up to five years of tax reductions to attract businesses investing in EV sales, local manufacturing, charging infrastructure, and battery recycling. These incentives create new green-economy jobs and position the region for long-term growth.
