CEBU — The Cebu provincial healthcare system now employs 3,043 personnel, reflecting a major investment in public health under Governor Pam Baricuatro. Of that total, 1,364 workers were hired since July 2025, representing nearly half of the entire current workforce and transforming how hospitals serve their communities.
A Surge in Frontline Medical Staff
The new hires include 199 doctors, 368 nurses, and 181 allied health workers, directly addressing long-standing gaps in clinical care. Additionally, 615 ancillary and administrative personnel were brought on board to support daily hospital operations. These support roles keep laboratories running, records accurate, and facilities clean and safe.
The expansion is not limited to urban centers. Hospitals across all 16 Capitol-run facilities have received additional staff, with careful matching of skills to local needs. The goal is to ensure that every Cebuano, regardless of location, has access to quality medical care. The emphasis on rural and island hospitals is deliberate and ongoing.
Visible Improvements in Patient Care
The impact of the hiring surge is already being felt in measurable ways. Medical technologist availability has improved dramatically, with all 16 hospitals now offering round-the-clock laboratory coverage. Previously, only five hospitals could provide 24/7 lab services, leaving many patients waiting hours or being transferred for basic diagnostics.
Bantayan District Hospital, geographically isolated from the mainland, now performs emergency and laparoscopic surgeries using its own equipment and in-house teams. This means island residents no longer need to travel to Cebu City for urgent procedures, saving time and reducing risk. Similarly, Cebu Provincial Hospital–Danao has piloted extended outpatient hours until 10:00 PM, accommodating working families.
Recognizing Dedicated Public Servants
Beyond new hires, the administration has promoted and regularized 291 healthcare employees. These appointments provide job security, recognize years of hard work, and improve staff retention across the province. Stable employment builds institutional experience, which directly enhances the quality of patient care.
The government has also committed to carefully evaluating remaining personnel for future regularization and promotion. Officials acknowledged the anxiety that waiting causes for many dedicated workers. The process, though methodical, is designed to be fair, transparent, and compliant with Civil Service rules.
Building a Sustainable Healthcare Pipeline
The province is not stopping at hiring. Medical scholarships, return-of-service placements, hospital-based training, and partnerships with the Department of Health are all being expanded. These initiatives aim to create a continuous flow of qualified doctors, nurses, and specialists ready to serve in public hospitals.
By investing in people rather than just infrastructure, the provincial government is building a healthcare system that can respond to future challenges. The ultimate measure of success will be shorter waiting times, safer hospitals, and care closer to home.
