DASMARIÑAS CITY, Cavite — The Department of Human Settlements and Urban Development opened National Shelter Month 2026 with a topping off ceremony for 4PH Jab Residences Towers C and D in Barangay Paliparan on October 1. The milestone marked the completion of structural works on two buildings within a 17-tower development.


A Milestone for Shelter Month


Secretary Jose Ramon Aliling led the ceremony alongside Senior Undersecretary Eduardo Robles Jr., Pag-IBIG Fund CEO Marilene Acosta, and Megawide Chairman Edgar Saavedra. The event highlighted the rapid progress of the flagship housing program barely seven months after its February groundbreaking.


Also present were officials from DHSUD, Pag-IBIG Fund, Megawide, and the local government of Dasmariñas. Their collective presence underscored the whole-of-government approach driving the housing agenda forward across the country.


Aliling said the topping off proves the program is moving faster than before. Each completed building brings families closer to the homes they have long dreamed of, he added. The ceremony underscored this year's theme, "Tahanan. Pamayanan. Kinabukasan."


A 17-Tower Community Takes Shape


The Jab Residences project will generate at least 4,000 condominium-type housing units across 17 towers. Towers C and D have now entered advanced construction stages, signaling that turnover timelines remain on track. The development sits within Barangay Paliparan, a growing residential corridor in Cavite.


The project reflects the government's push to build vertical communities near urban centers. By clustering homes in strategic locations, DHSUD aims to keep residents close to jobs, schools, and transport links.


Expanded 4PH Delivers 135,000 Units


Since expanding the program's modalities last year, DHSUD has delivered 135,758 housing units through various channels. These include the Social Housing Finance Corporation's Enhanced Community Mortgage Program and the deployment of modular shelter units to disaster-stricken areas.


The Expanded 4PH now includes rental housing, horizontal developments, and the revival of Presidential Proclamations. These diverse modalities allow DHSUD to match housing solutions to the specific needs of different communities.


Pag-IBIG Fund also raised its housing loan ceiling to P10 million with special promotional rates under the Expanded 4PH. The move widens access for middle-income earners seeking to purchase their first home.


Private Sector Partnerships Strengthen the Push


Aliling credited strong collaboration with the private sector for the program's momentum. Major developers including Megawide, Filinvest Land Inc., Ayala Land's Amaia and Avida, and SM Development Corp. have signified support.


The partnership model allows government and industry to share risks and resources while accelerating delivery. Together, they aim to build thousands of socialized housing units under the Expanded 4PH Program.


A Record Year for Housing Approvals


DHSUD expects about 200,000 housing units this year based on license-to-sell approval trends. This would be the highest since 2022 following regulatory reforms that streamlined permitting. The surge signals renewed confidence from developers and buyers.


National Shelter Month is observed every October by virtue of Proclamation No. 662, series of 1995. This year's celebration emphasizes that decent homes must come with opportunities for families to build stronger communities and brighter futures.
