ILOILO CITY — Construction is advancing on two major housing projects that will deliver 2,039 affordable homes to Ilonggo families. The Iloilo Residences in Barangay Sambag and the Uswag 4PH Condominium Complex in Barangay San Isidro marked concrete pouring ceremonies in May 2026. Both projects form part of the national government's Expanded Pambansang Pabahay para sa Pilipino Program.
DHSUD Secretary Jose Ramon Aliling led both ceremonies, joined by Senior Undersecretary Eduardo Robles Jr. and Mayor Raisa Treñas. The projects represent two distinct modalities under the 4PH framework: rental housing and homeownership. Together, they will benefit more than 7,000 individuals, including informal settlers, low‑income earners, and working‑class Ilonggos.
Rental Housing Breaks New Ground
The Iloilo Residences will deliver 362 units across two seven‑story buildings. Each 27‑square‑meter studio unit will rent for approximately ₱850 monthly. Funded through DHSUD escrow funds exceeding ₱640 million, the project targets completion by 2027. Thaison Builder and Developer Inc. committed to finishing the first building within 11 months.
"This project proves that when the national and local government, private sector, and community work together, meaningful progress becomes possible," Mayor Treñas said. The development includes elevators, a multi‑purpose hall, a health center, a park, a playground, and a basketball court. The Iloilo City Local Housing Office is studying eligibility criteria with the University of the Philippines Visayas.
A Condominium Complex for Working Ilonggos
The Uswag 4PH Condominium Complex will deliver 1,677 units across 13 ten‑story buildings. Units range from 24 to 27 square meters. The project represents the first successful joint venture housing development fully compliant with PPP Center guidelines. EON Realty and Development Corporation has committed to finishing two buildings within 10 months, targeting turnover by early 2027.
Pag‑IBIG Fund has already identified 200 qualified beneficiaries out of 600 applicants. Those families will be notified of their qualification later in 2026. Secretary Aliling described the housing push in broader terms. "Ang bawat tahanang ating naitatayo ay hakbang tungo sa mas matatag na pamilya, mas matatag na komunidad, at mas magandang kinabukasan para sa lahat," he said.
A Support System Beyond the Units
A separate ₱4.2‑million pipeline project broke ground on June 1 to serve both housing projects. Metro Pacific Iloilo Water will install 500 linear meters of new pipeline, targeted for completion by September 2026. Metro Pacific Water president Andrew Pangilinan said over the next two years, the group will invest more than ₱12 billion in water infrastructure across Iloilo.
Beyond the construction sites, the 4PH Program has expanded land tenure security. In February 2026, 213 families received certificates of entitlement under Presidential Proclamation 1538, ending 27 years of waiting. The Social Housing Finance Corporation also awarded certificates to 367 members of the Mirasol Ville Homeowners Association under the Enhanced Community Mortgage Program. These parallel efforts strengthen the foundation of Iloilo's housing ecosystem.
