Energy Conservation Produces Measurable Savings
BACOLOD - Bacolod City is demonstrating how energy-saving practices can translate into substantial reductions in government operating expenses. Following the implementation of new energy-efficiency measures, the city government reduced its electricity consumption from approximately 80,000 kilowatt-hours (kWh) to 56,700 kWh. The decrease helped lower the city’s electricity bill from PHP946,878 in February to PHP782,172 in March, generating savings of almost PHP250,000 in a single month. The results show that relatively consistent changes in how government offices use electricity can have a direct impact on public spending.
Executive Order Strengthens Energy-Saving Practices
The city’s energy conservation efforts were reinforced through Executive Order 11, issued by Mayor Greg Gasataya in February. The order introduced energy-saving measures across city departments and offices, encouraging employees and government units to use electricity more efficiently. The policy forms part of Bacolod’s compliance with the national Government Energy Management Program, while also promoting responsible use of public resources. City officials have emphasized that energy efficiency should become part of everyday government operations rather than being treated simply as a regulatory requirement.
High GEMP Rating Reflects Strong Compliance
Bacolod’s efforts have also resulted in a notable improvement in its GEMP performance. In April, the city achieved a 98-percent compliance score, equivalent to a five-star rating. This represents an improvement from its 92-percent compliance rating in 2022. The higher score reflects the city’s continued implementation of energy conservation measures and its efforts to monitor electricity use within government facilities. Maintaining this level of performance could help the city continue reducing unnecessary energy consumption while directing savings toward other public services.
