CEBU — The Board of Investments (BOI) brought its 2026 Strategic Investment Priority Plan (SIPP) Domestic Roadshow to Cebu on July 31, 2026, gathering government leaders and business stakeholders at Bai Hotel. The event aimed to turn national investment priorities into real, regional opportunities for growth.
A Roadmap for Local Enterprises
The roadshow introduced the updated SIPP, which identifies priority economic activities eligible for fiscal and non-fiscal incentives under the CREATE MORE framework. The plan targets sectors like manufacturing, agribusiness, renewable energy, logistics, healthcare, and digital services. It is designed to attract investments that create quality jobs and strengthen local industries.
Trade Undersecretary and BOI Managing Head Ceferino S. Rodolfo emphasized that the SIPP is more than a list of incentives. He described it as a roadmap for creating conditions that allow new industries to grow and existing ones to move up the value chain. The goal is to enable more Filipinos to participate in higher-value economic opportunities.
A Voice for Cebu's Startup Community
Cebuano entrepreneur Enrique San Juan, representing the Startup Ecosystem Alliance Cebu, attended the roadshow to understand how BOI programs could benefit his sector. He said the event gave him a clearer picture of programs and incentives available to small businesses seeking to expand into wider markets.
San Juan shared a key insight he gained. He discovered that even single proprietors and micro-sized businesses are now eligible to avail of BOI programs. This is particularly significant for Cebu's growing technology startup community, which often operates at a small scale. He also noted opportunities for local tech companies to enter international markets through government support for exports.
Building Regional Momentum
The Cebu event marked the second leg of the nationwide campaign, following the successful launch in Luzon. The final leg is scheduled for Davao, focusing on Mindanao's role in the national economy. BOI Governor Kathrina Lim-Dy highlighted the importance of these regional engagements in building public-private partnerships and converting investments into actual projects.
The roadshow included one-on-one consultations for investors interested in registering with the agency. This allowed participants to raise specific investment plans and concerns directly. It represented a hands-on approach to investment promotion, ensuring that stakeholders receive practical guidance.
