The Provincial Government of Cavite hosted the "Lead and Inspire" training on July 30, 2026, at Trece Martires City. Led by Ms. Karen Camañag-Tupas, the session equipped local homeowners' association and block leaders with practical community management, communication, and goal-setting tools.
Leadership Training for Stronger Communities
The "Lead and Inspire" training is part of the provincial government's continuing commitment to empowering community leaders who serve as vital links between residents and local governance. The session featured speakers who provided practical guidance on effective community management. Ms. Sheryll Loyola discussed leadership styles, core roles, accountability, and practical ways to handle community challenges. Ms. Rhodora V. Enopia highlighted the value of following house rules and establishing practical goals for harmonious neighborhoods.
Participants included officers and block leaders from Barangays Pinagbuklod and Pinagkaisa in Sta. Isabel, Kawit, Cavite. An active question-and-answer segment allowed participants to share real-world experiences and address local issues. These training sessions are part of a broader effort to strengthen homeowners' associations and community organizations as partners in ensuring peace and order in their respective communities . Similar capacity-building initiatives have been conducted across the province, including a 2022 Housing Clinic in Dasmariñas that educated HOA officers on RA 9904, or the "Magna Carta of Homeowners and Homeowners' Association".
Previous Community Leadership Initiatives
The Provincial Government has a track record of investing in community leadership development. In 2018, the Provincial Housing Development and Management Office provided skills enhancement training to officers of homeowners associations in resettlement projects, briefing them on communication and leadership development to help them serve as effective voices for their members . In 2024, the Social Housing Finance Corporation conducted a two-day capacity development training in Bacoor City for homeowners, covering gender sensitivity, disaster preparedness, and environmental management .
The "Lead and Inspire" training builds on this legacy of community empowerment, ensuring that homeowners' association leaders have the skills needed to foster harmonious neighborhoods, address community challenges, and maintain effective communication with local government units. Through these efforts, Cavite continues to strengthen grassroots partnerships and promote responsive, inclusive public service.
