CEBU CITY — Residents of Barangay Bacayan and nearby communities accessed a wide range of government services in a single morning as the Serbisyo Caravan rolled into the local gymnasium. The event, held in celebration of the 31st Police Community Relations Month, brought together dozens of agencies under one roof.
A One‑Stop Hub for Public Services
The caravan offered free legal consultations, notarization of simple affidavits, and assistance with civil and criminal law concerns. Residents also processed PNP clearances and NAPOLCOM‑related requests without having to travel to downtown offices. The setup eliminated the usual back‑and‑forth trips that often discourage people from seeking help.
Beyond legal aid, national agencies set up counters for PSA, SSS, Pag‑IBIG, PhilHealth, and LTO services. Representatives from DFA, PRC, DOLE, BIR, NBI, TESDA, and the Red Cross were also present. The barangay gym turned into a bustling marketplace of public assistance, where residents could settle multiple errands in one go.
Leadership and Community Collaboration
Cebu City Mayor Nestor D. Archival attended the event and reaffirmed the city’s commitment to bringing essential services closer to every Cebuano. He stressed that strong collaboration with national agencies is key to making public assistance faster and more responsive. The mayor’s presence underscored the local government’s support for grassroots outreach.
The program was led by PCOL Ricky C. Sumalde, Acting City Director of the Cebu City Police Office, alongside partners from various institutions. Certificates of appreciation were awarded to the host barangay and participating agencies before the service booths opened. The recognition highlighted the collective effort required to mount such a wide‑ranging caravan.

The CCDRRMO, BFP, BJMP, AFP, and Philippine Coast Guard also participated, offering disaster preparedness information and public safety consultations.
