CEBU CITY — The fourth Cebu Economic Forum (CEF 4.0) has opened at the Capitol Social Hall, bringing together potential investors from 13 countries. Governor Pamela Baricuatro is leading the two-day event, which aims to translate international interest into concrete projects and employment opportunities for Cebuanos.
A Call for Inclusive Growth
Governor Baricuatro extended a direct invitation to the business community. She urged investors to hire locally, train locally, and develop Cebuano talent. Her message emphasized that investment should benefit the province's workers and communities directly.
The forum moves beyond traditional investment pitches. It presents opportunities in cities and municipalities, province-owned assets, and public-private partnerships. Financing options involving banks, private equity, and project funding are also being explored.
Streamlining for Investors
The provincial government is working to improve the ease of doing business. Processes are being simplified, transactions sped up, and requirements clarified. The goal is to create a more responsive government that can match investor urgency.
Secretary Philip Lo of the Office of the Presidential Assistant for the Visayas offered his office as a coordinating platform. OPAV can facilitate conversations between investors, local governments, and national agencies. This ensures strategic investment concerns reach the proper authorities quickly.

Business leaders joined the forum to support the initiative. Regan King of the Cebu Chamber of Commerce and Mark Anthony Ynoc of the Mandaue Chamber attended the opening. Their presence signals strong private-sector backing for the province's investment push.
The forum targets investors from diverse economies. China, Japan, South Korea, the United States, Canada, and several Southeast Asian nations are represented. This broad participation reflects Cebu's growing global reach.

Governor Baricuatro acknowledged that Cebu still needs more investments. Better infrastructure, reliable energy, and emerging industries remain priorities. However, she stressed that the province's foundations in tourism, manufacturing, and technology are strong.
