DAVAO CITY — The City Government of Davao is celebrating a significant national honor as the Kean Gabriel Hotline was recognized as a Gawad Serbisyong Mahusay awardee by the Department of Social Welfare and Development. The award was conferred during the Panata Ko sa Bayan ceremony on September 30, 2026.
A Lifeline for Davao's Children
Established in 2016 through the initiative of then Mayor Indira "Inday" Sara Duterte, the Kean Gabriel Hotline operates 24 hours a day, seven days a week. It provides the public with a direct and accessible channel to report cases of child abuse, neglect, and exploitation. The hotline enables the City Government to promptly validate reports and coordinate rescue operations.
What began as a local response to a critical need has grown into a model for child protection. The hotline connects concerned citizens to social workers, law enforcement, and medical professionals who act swiftly on every report. This coordinated approach ensures that children at risk receive immediate intervention and long-term support.
National Recognition for Excellence
The Gawad Serbisyong Mahusay Award honors outstanding contributions to social welfare and development. The DSWD conferred the recognition during its annual Panata Ko sa Bayan event, which celebrates partners who exemplify excellence in public service. The Kean Gabriel Hotline stood out for its sustained impact and innovative approach to child protection.
This national award validates years of tireless work by hotline staff, social workers, and partner agencies. It also shines a spotlight on Davao City's commitment to safeguarding its most vulnerable residents. The recognition serves as an inspiration for other local governments to strengthen their own child protection mechanisms.
Protecting Children Through Community Action
The hotline's effectiveness relies on community participation. Every report from a neighbor, teacher, or relative can trigger a life-saving intervention. This collaborative model empowers ordinary citizens to become protectors of children in their communities.
Beyond responding to emergencies, the hotline also facilitates preventive measures. Social workers conduct follow-ups, provide counseling, and connect families to support services. This holistic approach addresses root causes and helps break cycles of abuse and neglect.
A Model for Other Cities
Davao City's success with the Kean Gabriel Hotline offers a replicable blueprint for other local government units. The combination of a dedicated reporting channel, rapid response protocols, and multi-agency coordination has proven effective in protecting children.
The award reinforces Davao City's reputation as a leader in social welfare innovation. As the city continues to invest in child protection, the hotline remains a cornerstone of its efforts. Every call answered represents a child given hope and a future secured.
