TACLOBAN CITY, Leyte — The National Maritime Polytechnic (NMP) has launched a major modernization initiative, breaking ground on six infrastructure projects worth ₱261 million at its training complex in Barangay Cabalawan. The upgrades aim to provide Filipino seafarers with world-class facilities and safer accommodations.

A Historic Investment in Maritime Education

On October 27, 2026, Department of Migrant Workers (DMW) Undersecretary Bernard Olalia and Assistant Secretary Augusto San Diego led the groundbreaking ceremony, representing Secretary Hans Leo Cacdac. The event marked a significant milestone for the state-run institution, which is receiving unprecedented infrastructure support after nearly five decades of operation.

NMP Executive Director Victor Del Rosario emphasized that these developments form part of the agency’s broader modernization efforts to strengthen maritime education. The investments are designed to help Filipino seafarers meet the rapidly changing requirements of the global shipping industry.

Modernizing Dormitories and Training Facilities

The centerpiece of the initiative is a new ₱109-million Ratings’ Dormitory, providing modern and comfortable living quarters for trainees. An additional ₱89.9 million has been allocated for the rehabilitation of the Officers’ Dormitory, ensuring that all seafarers enjoy dignified and conducive accommodations during their training.

Practical training facilities are also receiving significant upgrades. A new ₱32.1-million training pool will support the development of essential survival skills, while a ₱19.8-million firefighting area with a mock-up firehouse will provide realistic emergency response training for maritime personnel.

Enhancing Campus Accessibility and Safety

Beyond the training grounds, the campus itself is undergoing a comprehensive transformation. A ₱7.7-million road network improvement project and a ₱3-million parking area upgrade will make the complex safer, more accessible, and better equipped to serve thousands of trainees annually.

Del Rosario noted that improved roads and parking areas are vital for ensuring smooth logistics and daily operations. These developments reflect a holistic approach to facility management, prioritizing both the quality of instruction and the overall well-being of everyone on campus.

Supporting the Magna Carta for Seafarers

These infrastructure projects directly support Republic Act No. 12021, the Magna Carta of Filipino Seafarers, signed into law by President Ferdinand Marcos Jr. in 2024. The law provides a framework for protecting seafarers’ rights and promoting quality maritime education, training, and skills development.

Undersecretary Olalia expressed gratitude to the present administration for its strong support, noting that the global maritime industry is changing rapidly. The government remains focused on ensuring that Filipino seafarers have the skills and facilities they need to thrive in an evolving global market.

Free Training for Thousands

The infrastructure upgrades complement NMP’s recent move to waive training fees for all 55 courses. Since August 2026, more than 10,000 seafarers have availed of free training at the state-run institution, with numbers expected to reach 15,000 by year-end. This initiative removes financial barriers and expands access to quality maritime education.
