PHILIPPINES — The days of fumbling with paper certificates at airport check‑in are fading for thousands of overseas Filipino workers. The Department of Migrant Workers announced that 24 international airlines at Ninoy Aquino International Airport now accept the digital OFW Pass, making departure smoother and faster.
A Paperless Journey
The OFW Pass, accessible through the eGovPH mobile application, replaces the traditional printed Overseas Employment Certificate. Instead of presenting a physical document, eligible workers now display a QR‑coded digital exit clearance on their smartphones. Airline staff scan the code, verify the worker’s travel eligibility in seconds, and process the departure.
New NAIA Infra Corp General Manager Lito Alvarez said the goal is to make the departure process as seamless as possible for OFWs. Every unnecessary step removed makes the airport experience more convenient and allows passengers to move through check‑in more efficiently. The system also eliminates the risk of lost or damaged paper documents that once caused delays and frustration.
How e‑Verify Works
The verification runs through the DMW’s e‑Verify platform. When an OFW generates their pass, the system confirms their active employment contract in the agency’s database. At the airport counter, airline personnel scan the QR code, which instantly confirms the worker’s exit clearance and terminal fee exemption. The entire process takes only moments.
This digital handshake between the DMW, airlines, and the Bureau of Immigration reduces the need for printed documents. Airlines can reconcile terminal fee exemption records electronically, eliminating manual paperwork. For the worker, it means fewer documents to carry and a simpler check‑in experience.
Airlines on Board
Twenty‑four carriers now participate in the program, covering nearly every major international route out of NAIA. Philippine Airlines, Cebu Pacific, and AirAsia represent the local flag carriers. Asian giants such as Singapore Airlines, Cathay Pacific, Japan Airlines, and Korean Air are part of the network. Middle Eastern carriers vital to OFW travel—including Qatar Airways, Emirates, Etihad, and Saudia—have also integrated the system.
The list extends to Gulf Air, Oman Air, Kuwait Airways, Thai Airways, ANA, China Airlines, Starlux, Air Macau, Air Niugini, Malaysia Airlines, Ethiopian Airlines, Air Canada, and Air India. The broad participation means that regardless of destination, most OFWs departing from NAIA can benefit from the digital clearance.
Benefits for OFWs
The shift to digital verification cuts down check‑in wait times and prevents queue congestion at busy terminals. It also gives workers one less thing to worry about before a long flight. The pass is free, eliminating the previous ₱100 processing fee for paper OECs. The system forms part of President Ferdinand Marcos Jr.’s directive to digitize frontline migrant services and improve the travel experience of Filipino workers.
