CEBU — Thousands of Cebuanos will access free government services, social welfare programs, and job opportunities on September 14, 2026, as national agencies and provincial offices converge at the Cebu Provincial Capitol compound. The "Handog ng Pangulo, Serbisyong Sapat Para sa Lahat" service caravan transforms the Capitol into a one-stop service hub.
A One-Stop Shop for Government Services
Organized annually by the Office of the President in celebration of President Ferdinand Marcos Jr.'s birthday, the daylong initiative offers health care, financial aid, skills training, regulatory support, and employment opportunities. The event begins with a flag-raising ceremony followed by the main program at the Capitol Social Hall at 8 AM.
Assistance desks from the Department of Justice, Department of Migrant Workers, Philippine Statistics Authority, PhilHealth, and TESDA will operate throughout the day. An interaction with the President via Zoom will also take place, connecting beneficiaries directly with the national leadership.
Ceremonial Distributions and Turnovers
The event features several key distributions across multiple sectors. Under social welfare, five slots for the DSWD UPLIFT Program, five Sustainable Livelihood Program grants, and five DARE Care slots will be awarded. For education and skills, 15 TESDA scholarships and 40 CHED financial assistance slots will be distributed.
Employment initiatives include five SPES beneficiaries, eight GIP beneficiaries, three DILP beneficiaries, and 10 TUPAD beneficiaries under DOLE. Health care support includes 30 mobility aids from the Department of Health and five PWD identification cards from the National Council on Disability Affairs.
Housing, agriculture, and commerce assistance will also be provided. Twelve NHA emergency housing beneficiaries will receive aid, while the National Irrigation Administration will turn over two solar-powered irrigation projects. DTI and Small Business Corp. will award five certificates of loan approval to qualified recipients.
Frontline Services Across the Compound
Beyond ceremonial activities, government service stations will operate throughout the Capitol compound. TESDA will showcase products and skills at the Capitol Dome, while DSWD distributes UPLIFT assistance at Parking Lot 1. DOH will offer medical checkups, and the Department of Agriculture and DTI will display products along the Capitol facade.
At the Capitol Basketball Court, DOLE will hold a local and overseas job fair alongside medical checkups and PWD ID distribution. Participating agencies include the Bureau of Fire Protection, Integrated Bar of the Philippines-Cebu Chapter, Public Attorney's Office, NHA 7, PhilPost, and various Capitol service offices.
Free Rides for Commuters
In a related initiative, commuters in Cebu will enjoy free public transportation on September 14 through the Handog ng Pangulo 2026 Libreng Sakay Program. The free rides cover the Talisay City–Mandaue City–Mactan-Cebu International Airport route, passing through South Road Properties, SM Seaside, and SM City Cebu.
The program benefits workers, students, travelers, and other commuters using the designated route. It aims to provide safe, convenient, and accessible transportation while encouraging participation in the service caravan. Attendees are advised to come early and bring valid identification and supporting documents.
