CEBU — The deadline for submissions to the Cebu Mobility Incubator has been extended to September 18, 2026, giving community members more time to pitch ideas that could transform how people move across the province. Three winning entries will each receive ₱30,000 in seed funding to support initial implementation.

The Mobility Incubator is part of the 2nd Philippine Mobility Series spearheaded by AltMobility PH in partnership with the Cebu Provincial Government. The initiative calls on residents to propose bold solutions focused on three themes: resolving last mile disconnects, creating safer streets, and reclaiming public spaces. These themes directly address the daily mobility challenges faced by Cebuanos.
Participants are not required to submit technical engineering documents or architectural plans. A bold and imaginative proposal that shows strong potential to improve mobility is sufficient. This open invitation welcomes commuters, cyclists, students, local officials, and anyone who cares about how people move.
Turning Ideas into Real Policy
Selected entries will advance through a structured process designed to refine ideas into actionable proposals. Nine shortlisted entries will participate in Mobility Chats, where they will receive feedback from sector experts and local government representatives. The process culminates in a pitch at the Mobility Summit in November.
Three outstanding entries, one from each theme, will be awarded seed funding. This financial support aims to help promising concepts move from paper to implementation. The incubator ensures that winning ideas have the resources needed to create tangible impact in their communities.
Who Can Join and What to Submit
The incubator is open to individuals or teams of up to five members. All participants must be at least 18 years old and currently residing in the Philippines. Entries must involve a barangay, municipality, or city within the Province of Cebu, including the chartered cities of Cebu, Lapu-Lapu, and Mandaue.
Submissions can be either infrastructure or non-infrastructure interventions. Infrastructure entries may include street redesigns, bicycle lanes, pedestrian infrastructure, or park improvements. Non-infrastructure entries could be software applications, policy measures, or community programs. Both types are equally valued.
Supporting Bold and Imaginative Solutions
The evaluation process focuses on four equal criteria: impact to mobility, impact to users, implementation process, and scalability. Each criterion carries 25 percent weight, ensuring balanced assessment. Judges will look for entries that offer tangible benefits, address user needs, provide clear implementation paths, and can be replicated in other Cebu communities.
