CEBU CITY — Gov. Pamela Baricuatro delivered her second State of the Province Address on August 31, 2026, offering an honest assessment of Cebu's healthcare system. While acknowledging that the province's 16 hospitals remain "a work in progress," she highlighted significant gains made in her first year and pledged to continue urgent reforms.
Acknowledging Challenges, Celebrating Strides
The governor was candid about the state of the hospitals. "Let me be clear: I am not standing before you to claim that the 16 hospitals under the Province are already perfect. They are not," she said. Yet, she also emphasized the distance traveled since taking office, stating, "Layo na usab kita sa kahimtang nga atong nasugatan."
Her administration inherited deficiencies that were not just statistics but real-life struggles. Patients waiting for care, overworked healthcare workers, and families spending beyond their means due to inaccessible services—these were the realities she described. "So we did not wait for perfect conditions. Patients could not wait. Families could not wait," she stressed.
Investing in People and Facilities
The governor detailed a comprehensive investment in the healthcare sector. A total of ₱4.8 billion was allocated for healthcare funding in 2026. Of this, ₱659 million went toward new equipment and infrastructure, while nearly ₱600 million was earmarked for medicines and supplies. These figures represent a significant boost in resources.
Staffing saw a major expansion. As of July 2026, the Capitol hired 325 doctors, 818 nurses, 159 medical technologists, 56 pharmacists, and 1,422 support staff. This influx of personnel aims to ease the workload and improve patient care. Additionally, 73 medical scholarships were opened for the upcoming academic year to secure future healthcare professionals.
Improving Services and Accessibility
Key service improvements were also highlighted. All 16 Capitol-run hospitals now offer 24/7 laboratory services, a crucial advancement for emergency care. Each hospital has also achieved YAKAP accreditation from PhilHealth, ensuring broader access to health benefits. Furthermore, 42 GAMOT pharmacies are now operating across the system.
Five medical and surgical missions provided 13,440 services, directly reaching communities in need. These missions bridge the gap for those who cannot easily travel to hospitals. The governor's approach combines systemic reform with direct community outreach.
A Vision for the Future
Looking ahead, the governor outlined plans to further expand services. The operation of an Animal Bite Center is on the horizon, addressing a critical public health need. Upgrades for Argao and Malabuyoc District Hospitals from infirmaries to Level 1 hospitals are also planned.
These future initiatives signal a continued commitment to enhancing healthcare access across the province. The governor's message is clear: the work is ongoing, but progress is being made with honesty, urgency, and compassion. The focus remains on building a healthcare system that truly serves every Cebuano.
