MERIDA, LEYTE — To bridge the justice gap and bring essential professional expertise straight to the grassroots level, the Integrated Bar of the Philippines (IBP) Leyte Chapter has partnered with the Municipal Government of Merida to roll out a targeted community legal caravan. Designed as a high-impact initiative to uphold civil rights and empower marginalized sectors, the "Libreng Serbisyo Legal" program delivers crucial legal aid directly to local residents who face financial barriers to private counsel.
Bringing Justice Closer to the Grassroots
The specialized public service event is scheduled for today, October 2, 2026, running from 8:00 AM to 3:00 PM inside the Merida Municipal Gym (Merida Recreation Center) located in Barangay Poblacion, Merida, Leyte. Spearheaded through the joint efforts of local government leaders and the IBP Leyte Chapter, the day-long program transforms the municipal facility into an accessible legal hub catering specifically to individuals, low-income households, workers, senior citizens, solo parents, persons with disabilities (PWDs), and other vulnerable groups.
The initiative focuses strictly on providing a comprehensive suite of professional legal solutions, ensuring that community members can secure expert guidance without incurring steep clinical or consultation fees. Participating lawyers and volunteers are offering a wide array of core services, including:
Legal Consultation and Advice: One-on-one sessions addressing civil, criminal, and administrative legal concerns.
Drafting of Simple Legal Documents: Professional assistance in preparing affidavits, demand letters, and basic contracts.
Free Notarization and Authentication: Official processing of qualified legal documents.
Case Referral Systems: Direct endorsement pathways for complex matters requiring specialized or further legal action.
Empowering Citizens Through Accessible Legal Aid
Local leaders lauded the collaborative partnership, emphasizing that true community development requires equitable access to justice and institutional protection. By offering these professional services entirely free of charge, the IBP Leyte Chapter and the Merida LGU ensure that working-class households can protect their rights, secure property, and resolve disputes without falling into debt over legal fees.
This outreach program reinforces Merida's broader commitment to public welfare, proving that community resilience is built when legal professionals and local governance unite to serve the people. Through initiatives like Libreng Serbisyo Legal, the municipality takes a definitive step toward creating an informed, legally empowered, and protected citizenry.
