ILOILO CITY — Governor Arthur Defensor Jr. has offered the proposed Iloilo Smart Green Government Center in Santa Barbara as a potential public‑private partnership project, following a briefing by the PPP Center on July 31, 2026. The move signals a significant real estate opportunity in central Iloilo.
A Unified Campus for Modern Governance
The proposed center will rise on a 6.3‑hectare provincial property spanning Barangays Bolong Oeste and Inangayan, strategically located near the Iloilo International Airport. A four‑storey multipurpose building will anchor the complex, consolidating government offices into a single, efficient hub. The design prioritizes digitized frontline services to reduce bureaucratic delays.
The masterplan extends beyond office spaces. It includes an eco‑park, a training center, sports and recreation areas including a stadium, and a dedicated commercial zone. An integrated emergency response station and a planned convention facility will further broaden the site’s utility. The vision is to create a vibrant, mixed‑use destination that serves both government and community needs.
PPP Code Unlocks Investment Pathways
PPP Center Executive Director Rizza Blanco‑Latorre outlined key reforms under the PPP Code that give local governments greater autonomy to approve their own projects. The unified legal framework now covers joint ventures and all local PPP arrangements, reducing the red tape that previously slowed developments. The center aims to support at least 10 local government units this year, with Iloilo positioned as a priority candidate.
Project preparation can be funded through the Project Development and Monitoring Facility, backed by an Asian Development Bank loan approved in late 2024. A separate PPP Risk Management Fund has also been established to manage contingencies. These mechanisms lower the risk for private partners, making the Santa Barbara complex an attractive proposition for developers and investors.
Existing PPP Success Stories
Iloilo already has a track record of successful public‑private collaborations. The Passi City Water Supply and Distribution System, the Iloilo City Integrated Solid Waste Management Facility, and hemodialysis centers in provincial hospitals all demonstrate the model’s viability. These projects have improved essential services while delivering returns for private stakeholders.
The Santa Barbara government center aims to replicate that success on a larger scale. Phase 1 has already been allocated a ₱100‑million budget under the 2024 General Appropriations Act, with the Department of Public Works and Highways Region 6 now preparing detailed engineering designs. The provincial government is also pursuing funding from the Tourism Infrastructure and Enterprise Zone Authority for the convention facility.
A Magnet for Investment and Growth
For the real estate sector, the project opens opportunities across residential, commercial, and hospitality segments. The inclusion of a business park, hotel accommodations, and retail spaces will attract ancillary developments in Santa Barbara. Improved connectivity and a centralized government presence will likely drive land value appreciation in surrounding areas.
Governor Defensor welcomed the PPP Center’s briefing and expressed confidence that the complex will modernize public service delivery while spurring economic activity.
