TOKYO — The number of foreign residents in Japan reached a record 4,281,026 at the end of June 2026, a 3.8 percent increase from the end of 2025. Among this diverse population, Filipinos remain one of the largest nationality groups, contributing to Japan's workforce and cultural landscape.

A Historic High for Foreign Residents

Justice Minister Takashi Yamashita announced the figures on Friday, noting that foreign residents now account for 3.5 percent of Japan's total population. The milestone reflects Japan's ongoing reliance on international talent to address labor shortages and sustain economic growth. The data was released by the Immigration Services Agency.

Despite the record high in residents, the number of foreigners newly entering Japan edged down 0.1 percent to 19,706,953 in the first half of 2026. Yamashita emphasized the government's commitment to "strict yet smooth immigration management" to ensure safety and security for both Japanese citizens and foreign residents.

The Filipino Community in Japan

Filipinos rank fourth among foreign resident nationalities, following China (941,031), Vietnam, and South Korea. The presence of Filipinos is deeply embedded in Japan's social fabric, particularly in sectors like healthcare, manufacturing, and services. Many have become permanent residents, building long-term lives and families.

By residential status, permanent residents form the largest group at 961,342, followed by engineers and specialists in humanities and international services. Students and specified skilled workers also make up significant segments, with many Filipinos participating in technical intern training programs and specified skilled worker pathways.

New Visa Policies and Overstayers

The Immigration Services Agency noted a dramatic 80.9 percent plunge in new entrants granted business manager status, falling to 635 in the first half of 2026. This decline followed the tightening of requirements last October, which raised the minimum capital requirement from 5 million yen to 30 million yen.

Meanwhile, the number of overstayers fell 4.8 percent to 65,229 as of July 1, thanks to the ministry's Zero Illegal Foreign Residents Plan. Over 5,000 overstayers each hail from Thailand, Vietnam, South Korea, and China. For the Filipino community, compliance with immigration laws remains a priority to ensure continued stability and integration.

A Growing Presence Across Municipalities

The 2025 census data revealed a 2.5-fold increase in Japanese municipalities with foreign residents exceeding 5 percent of the population, rising from 53 in 2020 to 132. This trend indicates that international communities, including Filipinos, are spreading beyond major urban centers into regional areas.

As Japan continues to navigate demographic shifts, the Filipino diaspora remains a vital partner in mutual prosperity. The record numbers underscore the enduring ties between the Philippines and Japan, built on shared values, hard work, and cultural exchange.
