TABANGO, LEYTE — The Project Development and Management Unit (PDMU) of DILG Leyte conducted a two-day technical assistance initiative in Tabango, Leyte, to evaluate 18 local infrastructure projects and streamline their encoding into the Rapid Sub-Project Sustainability Assessment (RSSA) and Subaybayan portals.

Field Validation and Inter-Agency Coordination

The PDMU Leyte team—composed of Engineer John Paul M. Pajares alongside Project Evaluation Officers Ram Aliester P. Bruses and Joshua Miguel U. Cuaresma—began the activity with a courtesy visit to Municipal Local Government Operations Officer (MLGOO) Jeffrey A. Lora. Joined by Engineer Ver Phillip C. Pelayo and municipal technical staff, the team conducted site-level assessments:

  • Geotagged Field Validation: Conducted on-site inspections across all 18 identified project locations to capture required geotagged photographic documentation.

  • Financial Documentation Support: Coordinated directly with the Municipal Engineer’s Office and Municipal Accounting Office to retrieve essential Journal Entry Vouchers (JEVs) needed for compliance reporting.

Portal Encoding and System Compliance

During the hands-on technical sessions, the PDMU team provided direct guidance to LGU Tabango’s Subaybayan Focal Person and administrative staff to ensure accurate data entry into the RSSA Portal:

  • Document Uploading & Verification: Assisted LGU personnel in uploading mandatory project attachments, verification forms, and supporting records according to prescribed national standards.

  • Procedural Troubleshooting: Resolved technical bottlenecks encountered during portal submissions to improve data completeness across both the RSSA and Subaybayan databases.

The two-day session concluded with an exit conference alongside MLGOO Lora, where PDMU Leyte outlined remaining documentary requirements and urged LGU Tabango to maintain up-to-date project records to sustain municipal compliance.
