The Department of Trade and Industry (DTI) Cavite presented the Promoting Sustainability and Productivity for Enterprise Resilience and Upscaling (ProSPER) Project to the Cavite Provincial Development Council on May 6, 2026, aiming to strengthen the productivity, resilience, and overall competitiveness of small and medium enterprises (SMEs) in the province.
Strengthening the Backbone of Cavite's Economy
The ProSPER Project aims to boost the productivity, sustainability, and resilience of Cavite's Micro, Small, and Medium Enterprises (MSMEs), the backbone of the provincial economy . The presentation was made by DTI Cavite OIC-Chief Julita C. Salvacion during the 2nd Executive Committee Meeting of the Cavite Provincial Development Council, the province's primary planning and policy-making body that coordinates and approves development plans and priority initiatives.
The ProSPER Project aligns with DTI's ongoing commitment to enterprise development in Cavite. The agency has established a track record of collaboration with local governments, such as the Memorandum of Understanding with Bacoor City for capacity-building programs, enterprise development services, and facilitating access to market and financing for MSMEs and aspiring young entrepreneurs . The project also builds on the successful model of the OTOP Next Gen Program, which has been helping Cavite's food producers, cacao farmers, and coffee growers reach wider markets through capacity-building and product development support.
A Comprehensive Approach to Enterprise Resilience
The ProSPER Project aims to provide local businesses with the tools, training, and resources necessary to scale their operations and adapt to economic challenges. This includes support across key areas such as mentorship, productivity enhancement, and market access. The project leverages DTI Cavite's existing programs, including the Kapatid Mentor ME (KMME) program, which provides business mentorship to MSMEs, and the agency's ongoing collaborations with partner agencies.
With the endorsement of the Provincial Development Council, DTI Cavite can facilitate timely and effective implementation of the ProSPER Project, ensuring that Cavite's enterprises are better equipped to compete in domestic and international markets . As the provincial government continues to foster inclusive growth, local economic development, and entrepreneurial innovation , programs like ProSPER ensure that Cavite's MSMEs remain at the forefront of the province's economic transformation.
