CITY OF IMUS, CAVITE — In a city that's rapidly growing as an economic hub, collaboration between government and the private sector isn't just nice to have. It's essential. That was the spirit behind the 2026 HR Leaders' Forum, organized by PESO Imus on November 3, 2026, at the Function Hall of the New Imus City Government Center. The gathering brought together 63 representatives from 49 companies for a day of learning, networking, and partnership-building. And it was a clear signal: Imus is serious about creating an environment where businesses and workers thrive together.

A Forum Built on Collaboration
The event was led by PESO Officer-in-Charge Cecile C. Foz, with support from City Administrator Lauro D. Monzon, in partnership with DOLE Cavite, OLEDIPO, and CITRMU. Their presence underscored the collaborative nature of the initiative—local government, national agencies, and the private sector working side by side to align hiring practices with the city's investment incentives and promote inclusive employment for PWDs, seniors, and youth.

Key Discussions That Drive Progress
LEDIPO Marie Jenneth Vilbar-Lungcay shared the qualifications for tax discounts under the city's Investment Incentive Code, including the requirement that 70% of a company's employees must be residents of Imus—a policy that attracts investment while ensuring its benefits flow directly to Imuseños. PESO OIC Cecile Foz discussed employment for PWDs and senior citizens, the City Occupational Permit Mandate, and the Labor Market Information Framework for targeted skills training. DOLE Employment Officer Zsahara Martinez presented the JobStart Program, which provides career coaching, life skills training, and internships to at-risk youth, while CITRMU Head Engr. Christian Barco demonstrate the 24/7 Trabaho Portal's dual-functional candidate scouting and dashboard features.

Investing in the Future of Work
The HR Leaders' Forum is more than a meeting; it is an investment in the relationship between the city and the businesses that call Imus home. By bringing together HR practitioners, government agencies, and policymakers, the forum aligns hiring practices with the city's investment incentives, promotes inclusive employment, connects companies with programs that build a skilled workforce, and strengthens tripartism and workplace safety standards. For Imus, it is a step toward a more competitive, more inclusive, and more prosperous local economy—proof that when government and the private sector work together, everyone wins.
