Cebu — In a massive push to safeguard public health and curb animal-borne diseases, the Cebu Provincial Veterinary Office (PVO) has successfully expanded its animal health programs to reach 986 barangays. Covering 51 local government units (LGUs) across the province over a 12-month campaign spanning from July 2025 to July 2026, the extensive initiative underscores the local government's proactive stance on preventing rabies transmission and promoting responsible pet ownership.
A Massive Milestones in Animal Immunization
During the year-long province-wide sweep, PVO field teams successfully vaccinated a total of 104,864 dogs and cats. To ensure local government units had adequate resources to carry out grassroots rollouts, the office distributed 31,667 vials of rabies vaccines directly to various municipalities and cities. Highlighting these quiet yet tireless efforts, provincial health consultant Dr. Elisse Nicole Catalan noted that field personnel also served 103,296 individual clients and performed spay and neuter procedures on 5,264 animals to help manage local pet populations humanely.
Combatting a Serious Public Health Threat
The extensive vaccination drive comes as health authorities continue to combat the persistent threat of rabies, a viral disease that is nearly 100 percent fatal once clinical symptoms manifest. Citing data from the Department of Health, officials noted that the Philippines recorded hundreds of rabies-related deaths nationwide. Emphasizing World Health Organization guidelines, experts reiterate that mass dog vaccination remains the single most cost-effective measure to protect human populations, given that up to 99 percent of human rabies cases stem from dog bites and scratches.

To sustain these gains, the PVO and the Provincial Health Office are forging closer inter-agency partnerships focused on comprehensive community education, animal population control, and disease surveillance. Authorities are strongly urging pet owners across Cebu to register their animals, maintain up-to-date rabies immunizations, and prevent pets from roaming freely on public roads.
