NEW LUCENA, Iloilo — The municipality of New Lucena has officially donated a one-hectare parcel of land in Barangay Guinobatan to host the Department of Justice training center. The agreement was formalized through a deed of donation signed today, October 27, 2026, at the Casa Real de Iloilo Grand Social Hall.
A Landmark Donation for Justice
DOJ Secretary Fredderick Vida and New Lucena Mayor Carl Vincent Mondejar led the signing, witnessed by Governor Arthur Defensor Jr. and Regional State Prosecutor Louie Doligosa. This strategic land grant highlights the local government's dedication to strengthening legal infrastructure and institutional capacity.
Addressing the Growing Workforce
Secretary Vida expressed profound gratitude to the local government, emphasizing the urgent need for a dedicated training facility. Over the past three years, the department has trained more than 3,000 employees annually, alongside over 9,000 law enforcement officers and agents for case-building efforts.
The new facility will support the department's expanding workforce while enhancing institutional capacity. By establishing a permanent hub, the DOJ can conduct more comprehensive training programs, ensuring that prosecutors and agents are well-equipped to file better cases in court and deliver swift justice.
This centralized training center will also foster stronger collaboration among various agencies. It provides a specialized environment where legal minds can exchange ideas, refine investigative techniques, and develop innovative strategies to tackle complex criminal cases and modern legal challenges.
A Growing Legal Hub in New Lucena
This milestone marks the second major land donation from New Lucena to the judiciary. Last October 8, the municipality signed a deed of donation for a 20,000-square-meter property in the same barangay, designated as the Visayas site of the Philippine Judicial Academy training center.
The proximity of these two major institutions will transform the municipality into a premier center for legal education and training. It signals a massive boost for the local real estate landscape, attracting legal professionals, students, and support industries to the area in the coming years.
Local businesses, including hotels, restaurants, and service providers, are expected to benefit from the influx of government officials, trainees, and visitors. The development elevates New Lucena's profile, proving that rural municipalities can host vital national institutions.
Unwavering Provincial Support
Governor Defensor reaffirmed the provincial government's support for the administration of justice. He emphasized looking forward to working more closely with the department in various development programs and projects, solidifying the region's legal foundation and commitment to public service.
The signing ceremony was attended by DOJ Undersecretary Garney Candelaria, IBP Iloilo Chapter President Atty. Mehelinda Penetrante, Second District Representative Kathy Gorriceta, and local leaders. The collective presence underscores the shared vision for a highly capable and accessible justice system.
