DUMAGUETE CITY — The Tourism Infrastructure and Enterprise Zone Authority has earmarked P100 million for the Buglas Highlands Eco-Tourism Park in Barangay Janay-Janay, San Jose. The park will rise on three hectares of a 25-hectare property owned by the provincial government.
A New Destination Overlooking Tañon Strait
The Provincial Tourism Office unveiled the project during a stakeholders' workshop on September 15 at the Provincial Convention Center. Executive Director Woodrow Maquiling Jr. of the Provincial Tourism Board confirmed the park is a joint venture between the provincial government and TIEZA.
The site offers sweeping views of the Tañon Strait, with Cebu and Siquijor visible across the water. It sits nine kilometers from the highway and four kilometers from the Balinsasayao Twin Lakes Natural Park, positioning it as a strategic gateway for upland exploration.
Planned Facilities and Design Features
Architect Janice Garol of the United Architects of the Philippines presented the design during the workshop. Planned facilities include a lobby with a glass facade, accommodation villas, and dedicated spaces for wellness and cultural tourism. These elements aim to blend modern comfort with the natural surroundings.
The park will also feature a farm tourism component, allowing visitors to experience agricultural activities firsthand. This integration creates a unique offering that combines relaxation, culture, and learning in one destination.
Livelihood Opportunities for Upland Communities
Barangay Captain Rico Mier, who also serves as president of the Twin Lakes Farmers Association, expressed gratitude for the project. He said it will provide employment for residents and support local farmers through agricultural development tied to tourism.
The initiative aims to promote environmental conservation while creating sustainable livelihood opportunities. By involving the community, the project ensures that economic benefits flow directly to those who call the highlands home.
Integrating Agriculture and Tourism
The property already hosts facilities of the Department of Agriculture Research and Development Center, including an animal breeding and artificial insemination station and an administration office. These existing assets will complement the tourism park.
The provincial government and the DA have agreed to relocate the center to a new building within the property. This arrangement allows agricultural programs to continue without disruption while making way for the eco-tourism development.

The Buglas Highlands Eco-Tourism Park reinforces Negros Oriental's growing reputation as a destination for sustainable travel. The province continues to attract visitors seeking nature-based experiences beyond the usual beach and dive spots.
