TACLOBAN CITY — Joining key regional agencies to fortify emergency readiness, the Bureau of Fire Protection (BFP) Region 8 participated in the Regional Ceremonial Drill on Nationwide Simultaneous School Safety for Active Attack Incidents at Scandinavian National High School on September 3, 2026.

Coordinated Multi-Agency Preparedness

Under the guidance of BFP Region 8 Regional Director FCSUPT Aldwin M. Salazar, DSC, the exercise brought together key governmental and public safety bodies to streamline response protocols:

  • BFP Delegation: Led by Assistant Regional Director for Operations FSSUPT Ellafil A. Libarnes, DSC, along with Regional Operations Division Acting Chief FCINSP Vic Leonel L. Macasil and Tacloban City Fire Marshal FCINSP Darren P. Baclea-an.

  • Inter-Agency Collaboration: The drill integrated teams from DepEd, DSWD, DOLE, DILG, RDRRMO, NAPOLCOM, BFP, OCD, and PNP to test tactical responses during active attack scenarios in academic environments.

  • 911 Hotline Integration: During the post-drill critique, FCINSP Macasil highlighted the critical role of the national 911 Emergency Hotline in ensuring immediate reporting and rapid tactical deployment.

Strategic Evaluation and Safety Enhancement

Following the simulated exercise, FSSUPT Libarnes presented operational observations and recommendations to school administrators, refining evacuation strategies and communication protocols to safeguard schools across Eastern Visayas.
