The City Government of Angeles, led by Mayor Carmelo "Jon" Lazatin II, has distributed 660 land titles to informal settler families under the ISF-Awarded Lots Program. This initiative, facilitated by the Angeles City Human Settlements and Urban Development Office (ACHSUD) through its B.A.L.E. (Barangay, Ahensya, LGU, at Estudyante) Program, provides tenurial security and better housing opportunities for beneficiaries.
A Continuing Commitment to Housing Security
The distribution of 660 land titles is part of Mayor Lazatin's ongoing commitment to providing secure and affordable housing for Angeleños. Since assuming office in 2019, the administration has awarded 1,962 certificates of lot allocation and distributed 787 land titles and deeds of donation to urban poor families through ACHSUD . Councilor Atty. Arvin Suller, Officer-in-Charge of ACHSUD, has been instrumental in overseeing these programs, which aim to provide permanent homes and finally eradicate informal settling in the city.
A Growing List of Housing Milestones
The recent distribution builds on a series of housing initiatives by the Lazatin administration. In May 2025, the city awarded certificates of lot to 640 displaced families from Sitio Balubad, who were relocated to San Ildefonso, Magalang, where they each received a 50-square-meter lot . In 2024, the city distributed lot numbers to 282 families from Barangay Margot for relocation to Sapangbato . In 2022, the city awarded certificates of lot to 87 families in Barangay Cutud after purchasing the 10,660-square-meter land they were occupying , and to 70 beneficiaries in Anunas . Additionally, a 2,450-unit socialized housing project under the Pambansang Pabahay para sa Pilipino (4PH) Program is set to rise in Barangay Mining, further expanding access to decent housing .
