CEBU — Governor Pamela Baricuatro announced on August 4, 2026, the expansion of the Capitol’s medical scholarship program from 40 to 72 scholars. The announcement, made during the first day of Cebu Province’s 457th Founding Anniversary celebration, marks a significant investment in the province’s healthcare future.
A Lifeline for Aspiring Doctors
The program initially covered 40 first-year medical students at the Cebu Normal University–Vicente Sotto Memorial Medical Center College of Medicine. However, Capitol officials discovered that 30 continuing students had lost their previous scholarship coverage and were at risk of dropping out. Governor Baricuatro decided to act immediately.
The expanded program now supports 42 first-year, 22 second-year, and eight third-year medical students. The governor told the scholars, “I wish you well in your studies. The Cebu Province has your back.” The expansion ensures that no student is forced to abandon their medical education due to financial hardship.
Tripartite Agreement Bears Fruit
The scholarship originated from a tripartite agreement signed in February between the Cebu Provincial Government, CNU, and VSMMC. The agreement was designed to support qualified medical students who were not covered by the Commission on Higher Education’s Medical Scholarship and Return Service Program. The program’s rapid growth demonstrates the effectiveness of collaboration between local government and academic institutions.
The partnership allows the province to directly invest in medical education while ensuring a future workforce for its public health system. The scholarship covers full tuition, removing the financial barrier that often prevents talented students from pursuing a career in medicine. This model of shared responsibility between education, healthcare, and local government is gaining recognition as a sustainable solution.
Return Service Strengthens Public Health
Under the scholarship terms, every year of financial assistance corresponds to one year of return service. After completing their medical education and obtaining professional qualifications, scholars will serve in Cebu’s 16 Capitol‑run hospitals. This arrangement creates a steady pipeline of doctors for government health facilities across the province.
Capitol Piso Health Consultant Dr. Nikki Catalan described the program as “planting seeds for Cebu’s future by investing in people, investing in training, and investing in a healthcare system that will remain strong and responsive.” She emphasized that the scholarship builds a foundation for healthcare that will endure beyond the current administration. Board Member Stanley Caminero, chair of the Provincial Board’s health committee, added that the partnership benefits both scholars and the province by helping students complete their education while ensuring doctors serve communities in need.
Addressing the Healthcare Workforce Shortage
The expansion directly targets the persistent shortage of healthcare professionals in Cebu’s public health system. National funding for the Medical Scholarship and Return Service Program had been significantly reduced, leaving many students without support. The Capitol stepped in to fill the gap, recognizing that the future of public health depends on a reliable supply of trained doctors.
Governor Baricuatro’s administration has prioritized healthcare reform, with this scholarship forming a core component of that strategy.
