Law enforcement officers at Camp Olivas in the City of San Fernando are now equipped with skills beyond crime prevention. On June 5-6, 2026, the Police Regional Office 3 (PRO3), through the Regional Headquarters Support Unit (RHSU), partnered with the Technical Education and Skills Development Authority (TESDA) to conduct a two-day Basic Off-Grid Sizing, Design, and Installation Training for logistics non-commissioned police officers and maintenance personnel . The training was held at the PRO3 Grandstand, focusing on installing, maintaining, troubleshooting, and commissioning solar energy systems.
TESDA Specialist II Noel I. de Guzman emphasized the importance of developing technical skills among law enforcement personnel. "These competencies can enhance operational effectiveness and contribute to community resilience and sustainable development," de Guzman stated . The resource speakers, solar energy practitioners Ian M. Nicdao and Jonathan R. Señora, facilitated lectures and hands-on demonstrations on the fundamentals of solar system design and installation.
A Valuable Investment in Police Capability and Self-Reliance
The training program aims to equip police personnel with practical, sustainable skills to support regional operational requirements, particularly in remote areas where grid electricity may be unreliable. By gaining knowledge in renewable energy, the PNP looks to promote energy efficiency and self-reliance within its police facilities and community deployments.
PRO3 Director Police Brig. Gen. Jess B. Mendez lauded the initiative, underscoring the value of continuous learning and capability enhancement among police personnel. "This training is a valuable investment in the development of our personnel. As the demands of public service continue to evolve, our police officers must acquire practical skills that enhance not only their professional capabilities but also their ability to contribute to sustainable and innovative solutions within our organization and communities," Mendez said . He added that through this partnership with TESDA, the police force is being empowered to become more resourceful, self-reliant, and responsive to the needs of the times.
Enhancing Operational Effectiveness Through Technical Skills
The training reflects TESDA's broader commitment to expanding technical education across different sectors of society, including uniformed personnel. TESDA said the training was intended to enhance the competencies of the officers in installing, maintaining, troubleshooting, and commissioning solar energy systems, as well as equip them with skills promoting efficiency and self-reliance.
The program also supports the growing adoption of renewable energy solutions within government institutions while providing police personnel with additional technical expertise that may be applied in both operational and community-based initiatives . For residents of Pampanga and Central Luzon, this means the police force is not only prepared to maintain peace and order but also equipped to assist in sustainable development efforts and provide innovative solutions within their communities.
