SAN FERNANDO, PAMPANGA - The Fernandino Citizens' Portal of San Fernando, Pampanga is being featured by the Department of the Interior and Local Government (DILG) Pampanga as a "best practice" in digital innovation, highlighting the city's commitment to modernizing public service delivery. The portal, an in-house mobile application and website developed by the City Information and Communications Technology Office (CICTO), serves as a one-stop shop for residents to access local government services and provide accurate data on community needs. The CICTO, under the leadership of Atty. James Francis Villanueva, has been instrumental in driving the city's digital transformation, which earned San Fernando the "Sustained Smart and Sustainable Community (Level 3)" award from the Department of Science and Technology during the 2025 National Science, Technology, and Innovation Week.
A One-Stop Digital Hub for Fernandino Residents
The Fernandino Citizens' Portal is designed to simplify access to a wide range of LGU services, eliminating the need for residents to physically visit multiple offices. Through the app and website, users can manage business applications, secure Mayor's Working Permits, report incidents, search for job opportunities, monitor traffic, and apply for social services—all from the convenience of their mobile devices. The portal also allows residents to create personalized Fernandino Profiles, enabling them to manage their transactions and access services tailored to their needs, such as the e-PWD profile for persons with disabilities.
