PHILIPPINES — The Enhanced Community Mortgage Program (ECMP), a key pillar of President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, has approved 47 projects benefiting over 8,100 informal settler families in its first year. The milestone was announced by the Department of Human Settlements and Urban Development (DHSUD) on July 24, 2026.
A Year of Accelerated Land Security
The ECMP was introduced as a formal 4PH modality in 2025 under DHSUD Secretary Jose Ramon Aliling. It provides organized communities with direct financing to legally acquire the land they have long occupied. In just 12 months, the program has mobilized more than ₱870.6 million in land acquisition loan assistance.
The program is implemented by the Social Housing Finance Corporation (SHFC), one of DHSUD’s key shelter agencies. It shifts the focus of the government’s housing initiative beyond vertical construction to include community‑driven land tenure solutions. By doing so, it addresses one of the most persistent barriers to housing security: the absence of legal land ownership.
Land Ownership Reaches Four Provinces in Latest Wave
The most recent approvals extend the program’s reach to four homeowners’ associations in Palawan, Camarines Norte, and Isabela. These communities join a growing list of beneficiaries across Luzon, Visayas, and Mindanao, including those in Rizal, Laguna, Pampanga, Iloilo, Bacolod, and Zamboanga. Each approval represents families transitioning from uncertainty to permanent, legal residency.
To date, 25 communities have already received their land acquisition payouts, enabling more than 4,000 member‑beneficiaries to complete their property purchases. The remaining approved projects are in various stages of documentation and disbursement. The pace of implementation signals a government determined to close the gap between policy and lived reality.
A Flexible Approach to Housing
The ECMP is part of a broader recalibration of the 4PH Program under Secretary Aliling. Rather than imposing a single housing model, the government now offers multiple pathways to security of tenure. These include land tenure awards, horizontal subdivisions, vertical socialized housing, and rental options. The ECMP specifically targets families who already have shelter on contested land, giving them the legal standing to invest in home improvements and build equity.
The program also opens the door to incremental housing development. Once land is secured, families can access additional financing for construction and upgrades. This flexibility is critical for low‑income households whose earnings may fluctuate. It transforms homeownership from a distant dream into a phased, achievable goal.

Secretary Aliling emphasized that the directive from President Marcos Jr. is clear: make homeownership within reach of every Filipino family. He stated that every ECMP project symbolizes a fresh opportunity for thousands of families to live with security and dignity. The program is designed not just to provide shelter but to build sustainable, inclusive communities.
The housing chief noted that SHFC will continue to expand the program’s implementation. The goal is to reach more communities across the country, particularly those that have been waiting years for legal recognition of their residency. The ECMP’s first‑year results demonstrate that rapid, people‑centered land acquisition is possible when government agencies and community organizations work together.
