The announcement, made on July 28-29, 2026, follows a rigorous field and site validation conducted by the DENR Region 3 Technical Staff and PENRO Pampanga in coordination with the Local Government Unit (LGU) of Floridablanca, assessing the river's condition and ongoing conservation programs.

The R.I.V.E.R.s for Life Award: Recognizing Champions of River Conservation

The R.I.V.E.R.s for Life Award is a prestigious annual recognition program by the Department of Environment and Natural Resources that stands for Recognizing Individuals/Institutions Towards Vibrant and Enhanced Rivers . Launched in 2017, the award aims to raise public awareness on the need to protect and conserve rivers from degradation and pollution, and to improve their designated use and classification through appropriate mitigation and intervention measures .

The first R.I.V.E.R.s for Life Awards were given in 2019 during the DENR's 32nd anniversary celebration, with the top prize going to Lamut River in Ifugao, followed by Calbayog River in Samar, and Manaba River in Bohol . The award evaluates nominated rivers based on criteria including aesthetic water quality improvement, solid waste management, partnership and community mobilization, information and education campaigns, and other innovative interventions.

Gumain River's Significance and Conservation Efforts

The Gumain River, known locally as the Palakol River, is located in Barangay San Jose, Floridablanca, Pampanga, approximately 8 kilometers from the town proper . This extensive river system flows through the northeastern part of Floridablanca, fed by the Cabusilan Mountain Range including the active volcano Mt. Pinatubo . The river is a popular destination for locals, described as the town's "summer place," featuring cold flowing water year-round and a pool-like upstream area free from boulders .

The nomination and validation process for the R.I.V.E.R.s for Life Award recognized the ongoing efforts of the local government and community in maintaining the river's water quality and implementing solid waste management programs.
