PAMPANGA, PHILIPPINES - In a major leap forward for inclusive public transportation and green energy livelihood solutions, the Provincial Government of Pampanga has formalized a groundbreaking partnership with the MVP Group of Companies to introduce the Persons with Disabilities through Electric Transportation Services (PWD-ETS) Project, affectionately known as the "Love Bus." Pampanga Governor Lilia "Nanay" Pineda met with MVP Group Chairman Manuel V. Pangilinan at the Meralco Boardroom to officially sign a Memorandum of Agreement (MOA). This public-private partnership establishes a first-of-its-kind ecosystem designed to empower specialized sectors while advocating for modern eco-friendly public transit across Central Luzon.
Driving Economic Dignity for PWDs
Unlike conventional corporate social responsibility projects that simply offer free rides, the "Love Bus" initiative functions primarily as a sustainable, long-term livelihood engine. Under the program, qualified persons with disabilities (PWDs) in Pampanga are given the direct opportunity to manage, operate, and earn from a brand-new fleet of 16 electric shuttle vehicles. To ensure structured, collective success, the Department of Social Welfare and Development (DSWD) Field Office III will lead the creation of specialized Sustainable Livelihood Program Associations (SLPAs). These PWD-led cooperatives will be trained to run the commercial and mechanical operations of the transport lines, ensuring that the economic gains stay directly within their community. "This initiative demonstrates the immense value of partnerships that step beyond short-term assistance," Gov. Pineda stated. "By establishing a structured business model, we are giving our PWD sectors equal opportunities, financial independence, and genuine dignity."
