SAN FERNANDO, PAMPANGA - The Department of Agriculture Central Luzon Agribusiness and Marketing Assistance Division (DA CL AMAD) successfully conducted a four-day intensive capacity-building workshop on project proposal preparation for Sagip Saka beneficiaries from September 1 to 4, 2026, at the Gracelane Hotel in the City of San Fernando, Pampanga. The training equipped local farmers, fisherfolk, and agrarian reform beneficiaries with the necessary tools to secure enterprise funding, navigate government grants, and scale up their agricultural community enterprises.
Key Training Modules Covered
The workshop provided step-by-step guidance on structuring technical, financial, and operational frameworks for enterprise funding through Proposal Development. It also covered Needs Assessment & Responsiveness, teaching methods for identifying community gaps to design projects with measurable social and economic impacts. Additionally, participants learned strategies for navigating government grants, credit facilities, and market integration under the Sagip Saka Act framework through Resource Access.
A Continuing Push for Agricultural Development
This training is part of the DA's broader efforts to strengthen the agricultural sector in Central Luzon. The region, which contributed the largest agricultural output in the country in 2024, has been receiving significant funding for various initiatives, including infrastructure and capacity-building programs. Among these developments is the planned PHP 150-million feasibility study for a massive canal network in the Candaba Swamp aimed at managing floods and boosting farm-to-market transport. Central Luzon is also set to receive PHP 4.89 billion for new farm-to-market roads in 2026, the largest allocation among all regions in the country . The DA has also been investing in agricultural machinery, such as the PHP 4.6 million solar-powered dehydration facility in Cuyapo, Nueva Ecija, and the PHP 493-million mega cold storage facility in Cabanatuan City, further strengthening the region's agricultural infrastructure and post-harvest capabilities.
