It brings together the agriculture-driven communities of Lubao, Guagua, Santa Rita, Bacolor, San Luis, San Simon, Apalit, Santo Tomas, Santa Ana, and Magalang. This hub aims to boost the province's agro-industrial sector with policy interventions, technology applications like hydroponic farming, farm-to-market roads, post-harvest facilities, and agri-tourism zones. Major products include rice, corn, sugar cane, livestock, and poultry.
Aquapolis: Harnessing Water Resources for Growth
The Aquapolis hub prioritizes waterfront development and aquatic resource management . It is envisioned for the water-driven communities of Sasmuan, Macabebe, Minalin, Masantol, and Lubao, leveraging their geographical, historical, and cultural affinity to the river and marine resources. This cluster aims to capitalize on aquatic products like tilapia, bangus, sugpo, and alimango, while also investing in water transport and infrastructure to mitigate flooding and ensure water supply.
Aerotropolis: The Aviation Hub for Business and Logistics
The Aerotropolis is an airport-driven cluster centered on the Clark International Airport (CIA) . The CIA is envisioned as the core of this hub, which includes Angeles City, San Fernando City, Mabalacat, and Mexico. It will feature aviation-oriented businesses, hotels, convention centers, and service industries. With its strategic location and surface linkages like the Manila North Railway and the Clark to Subic railway, the Aerotropolis is positioned to become the epicenter of progress and a prime business and logistics hub for Northern Luzon.
Ecopolis: Eco-Tourism and Environmental Stewardship
The Ecopolis is an ecology-driven cluster dedicated to environmental protection and eco-tourism . It comprises the towns of Arayat, Candaba, Floridablanca, and Porac. Infrastructure and Connectivity: Tying the Megalopolis Together
A circumferential road is proposed to interconnect all cities and municipalities in the province . To reduce traffic congestion along MacArthur Highway, a sustainable mass transport system with Bus Rapid Transit is recommended, including feeder system loops and intermodal stations . The DPWH is already implementing related infrastructure, such as the P96.5-million Arayat-Magalang Bypass Road project, which is a vital component of the masterplan and is expected to boost tourism in the area by providing quicker access to the Mt. Arayat National Park.
A Collaborative Effort for a Self-Reliant Future
The plan was formally turned over to Governor Lilia Pineda in 2018, with a committed P1.724 billion allotted in the General Appropriations Act of 2018 to kickstart the vision . Former President and Pampanga Representative Gloria Macapagal-Arroyo, who helped guide its formulation, has committed to being its foremost advocate and promoter . The plan was financially supported by San Miguel Corporation, which provided a grant to Palafox Associates to formulate the plan . A Project Management and Investment Promotions Unit will be created under the Office of the Governor to shepherd its implementation.
