The Department of Human Settlements and Urban Development (DHSUD), through the Social Housing Finance Corporation (SHFC), has released PHP 35 million in ECMP funds to collectively purchase the Miranda Compound land. This grants 397 low-income families (over 1,300 individuals) in Barangay Maimpis, San Fernando, Pampanga, secure legal ownership and protection from eviction.
A Path to Land Ownership for 1,300 Individuals
The initiative, part of President Ferdinand R. Marcos Jr.'s expanded Pambansang Pabahay para sa Pilipino (4PH) program, transforms informal settlers into legitimate property owners. Beneficiaries are able to repay the land acquisition costs through affordable, long-term monthly amortizations. The financial assistance, amounting to PHP 35 million, will fund the collective purchase of the land currently occupied by the families, allowing them to escape the threat of eviction and providing them with security of tenure and protection from displacement.
Expanding Access to Socialized Housing Across Central Luzon
This project is part of a broader effort by the DHSUD and SHFC to provide land security for informal settler families across Central Luzon. A recent groundbreaking for a 4PH housing project in San Ildefonso, Bulacan, will provide 1,680 housing units, while the PHP 35 million ECMP fund also benefits a community in Nueva Ecija . The DHSUD recently approved a record-breaking PHP 33.9 billion in housing loans in 2025, a 417% increase from the previous year, helping 94,862 Filipino families nationwide secure homes of their own . The agency also announced plans to build 168,000 housing units in 2026, targeting 4.5 million housing units by 2028 as part of the administration's commitment to addressing the country's housing backlog.
