Tagbilaran City, Bohol — The provinces of Cebu and Bohol have officially signed the SugBohol Sisterhood Agreement, a partnership aimed at strengthening tourism, promoting regional development, and encouraging travelers to visit both islands as one destination.
The agreement brings together the two neighboring provinces to develop joint strategies in tourism, health, agriculture, and other key sectors while boosting Central Visayas' position as one of the Philippines' top travel destinations.
Governors See Two-Island Tourism as a Win for Both Provinces
Cebu Governor Pamela Baricuatro said the partnership allows both provinces to take advantage of their unique attractions and offer visitors a more complete travel experience.
She noted that Cebu and Bohol each have destinations and experiences that complement one another, making it beneficial for tourists to explore both islands during a single trip.
Bohol Governor Erico Aristotle Aumentado also expressed support for the partnership, saying Bohol's international airport can help attract more visitors to the region. He added that tourists who arrive directly in Bohol will also be encouraged to include Cebu in their travel plans, creating a stronger two-island tourism experience.
Tourism Partnership Supports Regional Recovery
The SugBohol Sisterhood Agreement comes as Central Visayas continues its efforts to strengthen tourism following a slowdown during the first quarter of 2026.
Tourism data showed that both Cebu and Bohol experienced a decline in visitor arrivals during the early part of the year. Bohol recorded a significant drop in both domestic and international tourists, while Cebu also saw lower tourist arrivals and hotel occupancy.
Industry experts attributed the slowdown to higher travel costs, increased airfare prices, geopolitical concerns, and stronger competition from other destinations.
International Visitor Numbers Show Signs of Improvement
Despite the slow start, recent tourism figures indicate that the region is beginning to recover.
According to the Cebu Provincial Tourism Office, international arrivals increased across several major markets during the first half of 2026. South Korea remained Cebu's largest source of foreign visitors, while arrivals from Japan, the United States, China, Canada, the United Kingdom, and Malaysia also posted growth.
Tourism officials said the figures reflect renewed interest in Cebu as an international destination, although complete tourism data is still being finalized.
Partnership Expected to Create More Opportunities
The Department of Economy, Planning and Development (DEPDev) welcomed the agreement, saying stronger cooperation between Cebu and Bohol could help improve the region's economic performance.
Governor Baricuatro emphasized that neighboring provinces benefit more through collaboration than competition. She said the agreement reflects a shared commitment to building a stronger, more resilient Central Visayas through cooperation and sustainable development.
Sustainable Tourism Remains a Shared Goal
During the closing ceremony of the 5th Sandugo Tourism and Travel Expo in Tagbilaran City, Baricuatro highlighted the importance of sustainable tourism in protecting not only the environment but also the livelihoods of local communities.
She said tourism supports tour operators, souvenir makers, food producers, cultural performers, and many families whose income depends on the industry.
With the SugBohol Sisterhood Agreement now in place, Cebu and Bohol aim to promote their unique attractions together, preserve their shared cultural heritage, and encourage more local and international travelers to experience the best of both islands.
