Davao — In a significant move toward greater inclusivity, the Davao City Government has officially launched its annual financial assistance program for persons with disabilities (PWDs). Starting July 17, 2026, the city began distributing a P1,500 annual cash subsidy to qualified PWDs, a milestone program designed to help beneficiaries manage costs related to maintenance medicines, specialized therapies, assistive devices, and transportation.
Bridging Support to the Community
The distribution of the subsidy, which coincides with the city’s celebration of National Disability Rights Week, utilizes a decentralized approach to ensure the assistance reaches beneficiaries conveniently. By deploying teams from the City Social Welfare and Development Office (CSWDO) and the City Treasurer’s Office directly to barangays and district clusters, the city government is eliminating the need for vulnerable residents to travel to the city center. This localized payout system mirrors the successful model used for senior citizens, ensuring that the process remains orderly and accessible for all qualified recipients across the city.
Eligibility and Requirements
While the city’s PDAO database holds records for nearly 40,000 registered individuals, approximately 33,806 PWDs met the necessary criteria for this initial distribution phase. To qualify for the subsidy, beneficiaries must possess a valid PWD identification card issued by the Persons with Disability Affairs Office (PDAO) and be a registered voter of Davao City. Additionally, the city ordinance requires proof of at least three years of continuous residency in their respective barangays. Those who did not meet the initial October 2025 registration cutoff are encouraged to register for the next cycle, as the city continues to expand its reach and improve the efficiency of its social services.

The implementation of this subsidy follows the passage of a landmark city ordinance sponsored by Councilor Lorenzo Benjamin Villafuerte, who has championed the program as a vital step in making Davao a more PWD-friendly city. City officials have emphasized that the aid is provided universally, regardless of the severity of the disability, whether apparent or non-apparent, or the socioeconomic status of the recipient.
